The environmental management system (EMS) is part of a full management system. It aims to outline and accomplish political environmental guidelines. It also supervises environmental factors including draft, implementation, realization, evaluation and protection of relevant mechanisms for environmental guidelines. It is also responsible for plan realization, duties, conventions, procedure, the process as well as resources.
The environmental system ISO 14001:1996 is a user`s manual published in 1996 by the International Organization for Standardization. In its core, the ISO 14000 standard combines demands to shape an environmental system, which supports environmental protection, guards against pollution, and step by step increases the target value. Reaching the third form of accreditation in the ISO system, an organisation confirms the dedication to legal environmental laws as well as the level of its environmental system. Since the environmental system ISO 14001 diminishes consumption of energy, increases competitiveness, gains trust of customers, government and society and has many other advantages, it is often regarded as a “green pass” for international market activities. Simultaneously, as a result of the popularity and extension of ISO 14001, on a macro stance, it can lead to bring economic growth in accordance with environmental protection. It can raise environmental awareness in the society and, can cause economical dealing with economic resources and a progression in technical progress, as well as other beneficiary modes of action. This is why it raises increasing awareness inside the population as well as inside governments. In order to increase the usefulness of the ISO 14001 standard, on 14.11.2004 it published an improved edition called “ISO 14001:2004 environmental management system: Standard and user´s manual”
ISO 14001 standard was published against the backdrop of severe environmental problems (e.g. greenhouse effect, ozone hole, shrinking bio diversity, worsening of ecological environment, pollution of the sea) which mankind is facing nowadays. The basic thought to develop a self-controlling mechanism in the field of environmental management, which orientates oneself by the PCDA model, first emerged in industrial nations. It could be realized that positive personal development and environmental protection bear a positive correlation. Constant improving of environmental performance leads to prevention of pollution and manifests positive progression of one´s organisation. The ISO 14001 mark is compatible with any kind of organization in terms of type and size and is as well applicable for every cultural, social or local surroundings.
The China Quality Certification Centre (CQC) constantly engaged in research and distribution of the ISO 14001 mark. In November 1996 the CQC issued the first Chinese ISO 14001 licence to Xiamen ABB Transformation Company.
On 13.12.1999 the CQC formally acquired the licence from the environmental management council of china registration board for auditors to establish an ISO 14001 certification service for electronics, machines, spun and weaved clothes, food, rubber and plastics, chemical industries and 16 other professions
After some years of progress, the field of certification of the CQC environmental management system expanded to 34 big, 201 medium and 482 small categories and is recognized by the China National Accreditation Service (CNAS). At the moment, the CQC employs auditors, who are registered at the China Centre of Adoption Affairs (CCAA) and are integrated in the EMS. The amount of auditors represents the rapid increase in certification issuing.
