According to the Implementing rules of Cosmetic Hygiene Surveillance Regulations, the first imported cosmetics should be submitted to the State Administration for Market Regulation (SAMR) for administrative approval; domestic non-special-purpose cosmetics are subjected to a product filing system and submitted to the local SAMR for administrative review. Since May 2016, the Pudong New Area of Shanghai has implemented the filing system for imported non-special-purpose cosmetics; in March 2018, the pilot has been expanded to ten free trade zone in provinces such as Tianjin, Liaoning, Zhejiang, Fujian, Henan, Hubei, Guangdong, Chongqing, Sichuan and Shanxi.
